What “complete” means here
The complete claim applies to the extracted build 0.80 snapshot, not the unreleased full game. Every defined building level, research upgrade, shop item, policy, status effect, enemy, quest ID, trade town, and core resource in this build has a publication disposition and a player-facing destination.
The package includes substantial later progression. Those records are useful for planning and understanding system relationships, but they carry an Embedded later-game data label. The wiki does not claim that embedded values are final for the August release.
Localization boundary
English is the primary source because it is the only locale complete enough in this build. Twenty-eight optimized translation rows retained their English value but not their original hash key. Fourteen referenced late-quest keys have no English value in the resource. These are terminally classified rather than guessed; quests 27–33 are noindex and say exactly what source material is absent.
